The Ministry of Education and Science of Ukraine, in accordance with the Law of Ukraine “On Higher Education” and the Resolution of the Cabinet of Ministers of Ukraine dated August 19, 2015 No. 652 “On State Recognition of Documents on Higher Theological Education, Academic Degrees and Academic Titles Issued by Institutions of Higher Theological Education” (as amended), carries out the procedure for state recognition of the specified documents issued before September 1, 2018 (for candidates for the positions of military chaplains - no later than one year from the date of the abolition or termination of martial law introduced by the Decree of the President of Ukraine dated February 24, 2022 No. 64 “On the Introduction of Martial Law in Ukraine”) by institutions of higher theological education, the statutes (regulations) of which are registered in accordance with the procedure established by law.

For state recognition of a document on higher religious education, the following documents are submitted to the Ministry of Education and Science in a booklet form:

1️⃣ statement of the owner of a document on higher religious education of the established MES sample ( Statement );

2️⃣ application from a religious center (management) (mandatory for candidates for the positions of military chaplains); {Paragraph three of paragraph 6 with amendments made in accordance with Resolution of the Cabinet of Ministers No. 44 of 17.01.2025 }

3️⃣ duly certified:

• a copy of a document on higher religious education issued before September 1, 2018 (for candidates for the positions of military chaplains - no later than one year from the date of the abolition or termination of martial law, introduced by the Decree of the President of Ukraine dated February 24, 2022 No. 64 "On the Introduction of Martial Law in Ukraine"); {Paragraph five of clause 6 with amendments made in accordance with the Resolution of the Cabinet of Ministers No. 44 dated January 17, 2025 }
• a copy of the appendix to the document on higher religious education or another document containing information on the educational level, qualifications, duration, scope and content of the educational program;
• a copy of the first page of the passport of a citizen of Ukraine or another document certifying the identity of the holder of a document on higher religious education;
• a copy of the document on the change of name of the holder of the document on higher religious education (if available);
• copy of the document on complete secondary education ; {Sub-clause 3 of clause 6 supplemented by a paragraph in accordance with the Resolution of the Cabinet of Ministers No. 595 of 09.08.2017 }
• a copy of the document on the previously obtained level of higher education , on the basis of which higher religious education was obtained (if available); {Subparagraph 3 of paragraph 6 supplemented by a paragraph in accordance with the Resolution of the Cabinet of Ministers No. 595 of 09.08.2017 ; with amendments made in accordance with the Resolution of the Cabinet of Ministers No. 44 of 17.01.2025 }

4️⃣ copies of documents and their translation into Ukrainian in the event of the issuance of such documents by foreign institutions of higher religious education specified in paragraphs six and seven of subparagraph 3 of this paragraph of the Resolution. {Paragraph eleven of paragraph 6 with amendments made in accordance with Resolution of the Cabinet of Ministers No. 44 of 17.01.2025 }

5️⃣ a document from a banking institution on payment of administrative services for state recognition of documents on higher religious education.

6️⃣ certificate from the institution of higher religious education that issued the document, indicating information about the level of higher education received by the applicant, the duration of study, the scope and content of the educational program, confirmation of the issuance of a diploma to the graduate; {Paragraph 6 is supplemented by a paragraph in accordance with the Resolution of the Cabinet of Ministers No. 44 of 17.01.2025 }

7️⃣ a copy of the first page of the charter (regulations) of the institution of higher religious education, registered in accordance with the procedure established by law. {Paragraph 6 is supplemented by a paragraph in accordance with the Resolution of the Cabinet of Ministers No. 44 of 17.01.2025 }

Please note that copies of a document on complete secondary education and/or on a previously obtained level of higher education, on the basis of which higher spiritual education was obtained, may not be submitted if there is information about such documents in state registers. The details of such documents are indicated in the application of the holder of the document on higher spiritual education. {Paragraph 6 is supplemented by a paragraph in accordance with the Resolution of the Cabinet of Ministers No. 44 of 17.01.2025 }

The submitted documents are reviewed by a commission , the composition of which is approved by the order of the Ministry of Education and Science of Ukraine dated 02.12.2022 No. 1091 “On Approval of the Commission for State Recognition of Documents on Higher Theological Education” (as amended by the order of the Ministry of Education and Science of Ukraine dated 13.03.2025 No. 453).

At the same time, we inform you that in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated May 30, 2011 No. 550, the amount of the fee for providing administrative services for the recognition of the specified documents on higher religious education issued by institutions of higher religious education is:

• for individuals - three non-taxable minimum incomes of citizens;
• for legal entities - five tax-free minimum incomes of citizens.

The fee for the administrative service for state recognition of documents on higher religious education is paid into the accounts of the territorial body of the State Treasury.
